VNS Health Behavioral Health set out to launch a Certified Community Behavioral Health Clinic (CCBHC) in the South Bronx — one of the highest- need, lowest-access behavioral health catchments in New York State. Securing a CCBHC designation is not a single grant application; it is the simultaneous construction of a federal funding package, a state certification, a compliant electronic health record, and an integrated clinical program — all built in parallel under federal reporting obligations.
The organization was not short on clinical capability. What they needed was a partner who could run the entire CCBHC stack on a single schedule and deliver on every front without the clinical program losing focus.

Grant strategy and proposal. We built the SAMHSA application from positioning through submission — clinical model, narrative, budget, and compliance architecture all tuned to SAMHSA's scoring rubric. First-attempt win.
Project management. A 12-month implementation schedule covering EHR deployment, state CCBHC certification, clinical program launch, and staffing — sequenced so that each dependency was retired before the next workstream needed it.
Compliance infrastructure. We stood up SAMHSA reporting systems to meet federal requirements from the award date forward — no retroactive cleanup, no late submissions, no findings.
Ongoing implementation. A three-year partnership managing grant execution, reporting, and programmatic milestones alongside the VNS Health team.

Federal behavioral health grants do not reward the best-written proposal. They reward the organization that looks most likely to execute. The SAMHSA review team needed to see a credible implementation plan — and it needed to be true. Running the grant strategy and the implementation under a single senior lead meant the proposal was not a promise about what VNS Health would build; it was a description of the schedule we were already running.
